PUBLIC-PRIVATE PARTNERSHIP IN SUSTAINABLE SPATIAL DEVELOPMENT


Today, the main task for Ukraine in terms of sustainable development is to update the basic ideas and concepts of achieving its results in accordance with the emergence of innovative methods of organization of governance and governance, which are focused on attracting sustainable development to the widest possible range of actors, primarily local authorities, the public and business, structures using digital platforms.
Therefore, the purpose of the article is to solve the problematic issues of effective implementation of the principles and mechanisms of public-private relations in the field of natural resources utilization and to create on this basis a system for managing the sustainable spatial development of the country and its European integration territories.
The economic experience of EU member states demonstrates the need to apply innovative natural resource management mechanisms that focus on managing local communities' natural resources using cutting-edge tools, including advanced digital technologies and e-government, as part of the implementation of the more general principles of the so-called platform, green, blue and nano-economy, good governance, public-private partnership, etc.
Nowadays, public-private partnership is a key element of sustainable spatial development of the European type, which is in line with the trend of digitalization and development of e-governance within the framework of achievement of the National Sustainable Development Goals of Ukraine - 2030, including the involvement of natural resources in the economic turnover and the introduction of appropriate management innovations.
The implementation of innovative forms of public-private partnership in the system of management of the sustainable spatial development of the state should take place in three main stages of structural transformation – deconcentration, devolution and divestment – and involve the creation of platforms of management of relevant relationships in the business ecosystems of the territories.
As a result, the state form of nature management should be transformed into a decentralized public-private one, based on effective European forms of cooperation between government and business as its contractual variants, as well as through the creation of joint public-private corporations in a platform economy.
