FORMATION OF KNOWLEDGE ECONOMY IN REGIONS OF UKRAINE


Modern problems of economic development of Ukrainian regions are connected with the formation of a new paradigm of scientific-technological development. The components of the new economy are innovation, the growth of social orientation of the technologies created, the general nature of the availability and use of knowledge, technologies, innovative products and services. Thus, the long-term competitiveness of the regional economy is ensured by the transition to a “knowledge economy”, the priorities of which are the development and spread of information technologies, as well as the development and widespread introduction of innovations and investments in the formation of human capital.
Building a knowledge-based economy is determined mainly by enhancing the competitiveness of both individual regions and countries and ensuring a new quality of life for the population. The ability of the region to produce knowledge, in particular scientific, to inculcate and use it effectively to achieve effective socio-economic development, is now a decisive factor in ensuring the positive dynamics of economic development in the regions alongside traditional sources such as investment and human labor. And Ukraine is no exception, because in terms of analyzing the prerequisites for the knowledge economy in Ukraine, it can be argued that the Soviet Union, together with the United States, Germany and Japan, was the leading country in the formation of the third technological order.
However, in today's realities, the transition of the regions of Ukraine to the economy and knowledge society is too problematic. In order to achieve it, it is necessary to create the basic conditions, namely: a socially oriented economy, high standards of welfare of the population, high quality of human and social capital. To address these kinds of problems, the European Commission has developed a set of indicators for assessing the innovativeness of the regions, which can be adapted to assess the knowledge economy in the regions of Ukraine.
