THEORETICAL AND METHODOLOGICAL PRINCIPLES OF CONSUMPTION SAFETY IN THE CONTEXT OF AN INCLUSIVE MODEL OF REGIONAL DEVELOPMENT


Based on the study of systemic and process characteristics and structure of the category “consumption safety” it is proposed to consider it as the ability of the state, business, society to create conditions for conscious satisfaction of individual (human) needs of self-reproduction with health, environment and development of society in present and future periods. Methodological differences in the interpretation of this category for goods or services, based on the benefits to consumers in their functional, rational, emotional characteristics, are established. It is proved that ensuring the safety of consumption requires the use of a behavioral approach and taking into account the impact on the environment at all stages of consumption (production, direct consumption, disposal of products). With in the process approach, the objects, subjects of consumption safety are identified, the subject-object inclusive model of the consumption safety system is constructed; typology of consumption safety is proposed; features of threats and strategies to ensure consumption safety are established; the dualistic subject-object nature of consumption safety is revealed. Consumption safety has been shown to be a complex multi-object and subjective system, the operation of which is complicated by the impact of various types of threats, as well as by the dynamism of both the process and its components. Understanding the safety of consumption not as a consequence, but as a complex structural process, it is proposed to study it on the basis of diagrams of cyclic causality with the construction of balancing and intensifying outlines for actual and desired levels of consumption, production, sales, environmental impact. The substantiated theoretical and methodological principles of consumption safety research isused for dynamic modeling of causal relationships between objects of consumption safety system, determination of relevant criteria and decision-making factors, their features for different industries and sectors of the economy of Ukraine.
