INSTITUTIONAL FEATURES OF EMPLOYMENT ELASTICITY IN UKRAINE: TRENDS AND DETERMINANTS


One of the urgent problems for Ukraine is to increase employment to ensure sustainable economic growth. One of the indicators used to analyze the sensitivity of the relationship between economic growth and employment is the employment elasticity, the study of which in the world shows a weakening of the relationship. Given the need to find a strategy for economic growth due to the expansion of labor, it is important to study the institutional features of the national labor market in the context of opportunities to realize labor potential and improve job creation policy.
The study of national trends in employment elasticity as one of the important indicators of the labor market has identified institutional features, among which is the fact that economic growth does not contribute to large-scale job creation and the gap between GDP and employment increases over the years. Further ignoring these problems and artificially solving some of them only exacerbates the trap of social and labor exclusion and distorts national social policy, which limits inclusive economic development. Thus, economic growth is an important but insufficient prerequisite for the development of the labor market of Ukraine, which necessitates the intensification of employment policy and job creation.
Social and labor inclusion in Ukraine is possible through the strengthening of the relationship between the payment of SSTs, personal income tax and social security, social protection and access to quality social infrastructure. The practices of conditional social transfers should be developed when a person receives certain social assistance for a certain duration of employment during the year. The world practices of job creation are presented, the adaptation of which in Ukraine will contribute to the increase of employment and GDP growth.
