THE OVERCOMING OF STRUCTURAL DEFORMATIONS IN UKRAINE’S AGRARIAN SECTOR: INSTITUTIONALIZATION AND MODERNIZATION OF A SMALL" SCALE AGRICULTURAL PRODUCTION

The authors show the antagonism of the dual structure of the domestic agriculture, which is characterized by the economic and political domination of agriholding structures and by the subordinated position of the small-scale segment represented mainly by personal farms (PFs) operating under the institutionally, economically, and socially unfavorable conditions. The necessity, directions, and forms of integration of PFs into the system of market functioning of the agrarian sector are substantiated. The need in funds for the financing of urgent measures aimed at the institutionalization and modernization of the small-scale production is estimated, and the efficiency of these measures is characterized.
